Chuck will discuss animal mortality management, both large and small scale and provide an update on the Livestock Mortality Management guidelines. He will also talk about trends in management of large numbers of carcasses through composting and similar management approaches being developed by the USDA/APHIS

Chuck Matthews works in the Department of Ecology’s Solid Waste Management Program and has been involved with solid waste issues for over thirty years. He currently works as a specialist in disaster debris management, including large scale animal mortality events caused by both natural disasters or response to disease. Chuck collaborated with WSDA to create guidelines for routine composting of bovine and equine mortalities and he works with USDA and WSDA to advise on solid waste matters specific to Washington State when developing contingencies for or responding to large-scale animal mortality situations. He has worked with WSDA and the State Board of Health to align agency rules pertaining to animal carcass management and is currently working with WSDA staff to update the state Comprehensive Emergency Management Plan support function related to carcass management.
